Get ready for the new Chesar – test version available next week
Next week, ECHA will publish a beta version of the new chemical safety assessment and reporting tool, Chesar 3, which you can test. The beta version includes a migration tool that will give you an opportunity to test the migration of your current Chesar (2.3) database. You will also be able to get familiar with the look-and-feel of the tool and the new options Chesar 3 has for more complex assessments. The beta version will be available to download from the Chesar website for all users that have signed up.
A full version of Chesar 3 will be released at the same time as IUCLID 6 at the end of April. The beta version cannot be used to generate data that can be reused later, and you cannot, therefore, use it to create your final chemical safety assessments. For that you will either need to wait for the official release of Chesar 3 or to create your assessment with the current version of Chesar (2.3).

A new CLH intention has been submitted on picoxystrobin (ISO); methyl (2E)-3-methoxy-2-{2-[6-(trifluoromethyl)-2-pyridyloxymethyl]phenyl}acrylate (CAS 117428-22-5).

New tools available to estimate environmental emissions of biocides
Easy-to-use calculation sheets are available for 10 biocidal product-types to help estimate the release of substances from the products to the environment. Sheets for other product-types will follow in the course of 2016.

Translations of Guidance on the PIC Regulation published
ECHA has published translations into 14 EU languages of its Guidance for implementation of Regulation (EU) No 649/2012 concerning the export and import of hazardous chemicals (version 1.1). The Prior Informed Consent Regulation (PIC) implements within the EU the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade.
This first translation into selected languages of the guidance corresponds to the English-language text of the corrigendum published in July 2015 to also take into account the full entry into force of the CLP Regulation.
This document is available in Bulgarian, Croatian, Czech, Danish, English, German, Finnish, French, Spanish, Italian, Dutch, Polish, Portuguese, Slovenian and Swedish. The limited number of translations is based on the export notifications submitted per country.

New consultations for harmonised classification and labelling
ECHA has launched public consultations on the harmonised classification and labelling (CLH) proposals for three substances:
Thifensulfuron-methyl (ISO) (CAS 79277-27-3) is currently classified in Annex VI to the CLP Regulation. The substance is used within the EU as a herbicide. Provide comments on the hazard classes: specific target organ toxicity (repeated exposure), developmental toxicity, mutagenicity, carcinogenicity and hazardous to the aquatic environment.
Propane-1,2-diol (EC 200-338-0; CAS 57-55-6) is not yet classified in Annex VI to the CLP Regulation. Propane-1,2-diol is commonly used as a chemical intermediate, as a solvent in many applications and as a fumigation agent for nicotine-based liquids in electronic cigarettes. Provide comments on the hazard class: specific target organ toxicity (single exposure).
Reaction mass of 1-[2-(2-aminobutoxy)ethoxy]but-2-ylamine and 1-({[2-(2-aminobutoxy)
ethoxy]methyl}propoxy)but-2-ylamine (EC 447-920-2) is not yet classified in Annex VI to the CLP Regulation. The substance is used for manufacturing of chemicals and plastic products. Provide comments on all hazard classes evaluated including for reproductive toxicity and germ cell mutagenicity.

Public consultation
Consultation on the regulatory fitness of chemicals legislation (excluding REACH)
The European Commission has launched a public consultation on the regulatory fitness of chemicals legislation (excluding REACH), as well as related aspects of legislation applied to downstream industries.
Contributions are sought from Member State public authorities responsible for implementing and enforcing the legislation covered by the fitness check, companies and industry associations in the chemicals and downstream industries, workers in these industries, trade unions, environmental and health NGOs, consumer associations, academia and research/educational institutes, as well as consumers and citizens. The consultation will be open until 27 May 2016.
