Proposal to restrict hazardous substances in tattoo inks and permanent make-up

Together with the competent authorities of Denmark, Italy and Norway, ECHA has prepared a restriction proposal to reduce the risks caused by hazardous substances contained in some tattoo inks. These include some substances already banned in cosmetics but also additional substances.

Member States to evaluate 107 substances in 2018-2020

ECHA proposes to include 107 substances in the Community rolling action plan (CoRAP) for 2018-2020 to be evaluated by the Member States. If you have registered these substances, you should coordinate your actions with your co-registrants and contact the evaluating authority.

New proposals and intentions to restrict substances

A proposal to restrict C9-C14 PFCAs has been submitted on 6 October by Germany. ECHA's Committees are currently performing a conformity check on the dossier. The report is available on the website to increase transparency and to help stakeholders prepare for the six-month public consultation on the dossier, which is expected to begin in mid-December 2017 if the dossier passes conformity.

Restriction proposals

A new intention has also been received to restrict the manufacturing, industrial and professional use of N,N-dimethylformamide (EC 200-679-5). The intention has been received from Italy on 18 October 2017, and a submission is expected to be made on 5 October 2018.

European Commission authorises one use of chromium trioxide

The European Commission has granted authorisations for the use of chromium trioxide (EC 215-607-8; CAS 1333-82-0) by Oy Kromatek Ab; Kova-Kromi Oy; CrTe-Plating Oy; Saizeri Plating Oy; Turun Kovakromi Oy; Veljekset Wallenius Oy; Pirkan Kovakromaus Oy. The review period expire on 21 September 2024. A total of 107 authorisations have been granted to date.

Biocides IT tools under maintenance

The biocides IT tools, R4BP3 and SPC Editor, are under maintenance from 13 to 15 November (from Monday morning until Wednesday at noon) to prepare for an update. We apologise for any inconvenience caused.

Guidance

Translations of the Guidance on requirements for substances in articles now available

Following the update of the Guidance on requirements for substances in articles (version 4.0) published in June 2017, the corresponding translations have now been published on the ECHA website and are available in 23 EU languages.

Updated Biocides Guidance Volume IV Environment - Assessment and Evaluation (Parts B + C) published

ECHA has published an update to its Guidance on the Biocidal Products Regulations (BPR): Volume IV Environment, Part B Risk assessment (active substances).

The scope of the update covers the revised text on risk assessment of active substances and biocidal products. The update also includes the Transitional guidance on mixture toxicity and a new Annex on Substances of Concern (SoC). In addition, the updated document incorporates in its structure Part C, which deals with the evaluation of active substances and biocidal products.

This guidance will be useful for the Biocidal Product Committee and its working groups for their opinion-making process as well as for companies (in particular SMEs) to facilitate their implementation of BPR requirements.

The updated guidance is published with a new name of Biocides Guidance Volume IV Environment, Assessment and Evaluation (Parts B + C).
