Enforcement project calls for improved safety information to protect workers from chemical hazards

Companies have systems in place to communicate safe use information down the supply chain. However, according to the findings of an EU-wide enforcement project, the quality of this information needs to be improved to protect workers from hazardous chemicals.

Two public consultations launched on proposed restrictions of five cobalt salts and of N,N-dimethylformamide

ECHA has submitted a proposal to restrict the manufacture, placing on the market and use of five cobalt salts: cobalt sulphate, cobalt dichloride, cobalt dinitrate, cobalt carbonate and cobalt di(acetate) (EC -; CAS -).

Italy has submitted a proposal to restrict N,N-dimethylformamide (EC 200-679-5; CAS 68-12-2).

Both consultations are open from 19 December 2018 to 19 June 2019, 23:59 Helsinki time. ECHA’s scientific committees welcome early comments by 1 March 2019 to assist them in the first discussions on the proposals in March 2019.

Update to the intention to restrict skin sensitising, irritative and/or corrosive substances

France and Sweden have updated the submission date of the restriction intention. The new submission date is 12 April 2019.

New substance evaluation conclusions published

New substance evaluation conclusion documents are now available on ECHA’s website for:
  • potassium permanganate (EC 231-760-3; CAS 7722-64-7), added to the CoRAP list in 2017 and evaluated by France;
  • diallyl phthalate (EC 205-016-3; CAS 131-17-9), added to the CoRAP list in 2013 and evaluated by Spain; and
  • silver (EC 231-131-3; CAS 7440-22-4), added to the CoRAP list in 2014 and evaluated by the Netherlands.

Consultation on harmonised classification and labelling

ECHA is looking for comments on harmonised classification and labelling proposals for:
  • esfenvalerate (ISO); (S)-α-cyano-3-phenoxybenzyl-(S)-2-(4-chlorophenyl)-3-methylbutyrate (EC -; CAS 66230-04-4). Mainly used as an active substance in plant protection products as an insecticide. It has an existing harmonised classification and labelling in Annex VI to CLP. Comments are invited on selected human health hazard classes including acute toxicity, skin sensitisation, germ cell mutagenicity, carcinogenicity, specific target organ toxicity after single and repeated exposure and hazards to the aquatic environment;
  • trifloxystrobin (ISO); methyl (E)-methoxyimino-{(E)-α-[1-(α,α,α-trifluoro-m-tolyl)ethylideneaminooxy]-o-tolyl}acetate (EC -; CAS 141517-21-7). Mainly used as an active substance in plant protection products as a fungicide. It has an existing harmonised classification and labelling in Annex VI to CLP. Comments are invited on reproductive toxicity and hazards to the aquatic environment; and
  • ethametsulfuron-methyl (ISO); methyl 2-[ (4-ethoxy-6-(methylamino)-1,3,5-triazin-2-yl)carbamoylsulfamoyl]benzoate (EC -; CAS 97780-06-8). Mainly used as an active substance in plant protection products as a herbicide. It has no harmonised classification and labelling in Annex VI to CLP. Comments are invited on selected physical hazards, all human health hazards except respiratory sensitisation, hazards to the aquatic environment and hazards to the ozone layer.
The deadline for comments is 1 March 2019, 23:59 Helsinki time.

New proposals and intentions to harmonise classification and labelling

Three new intentions for a proposal to harmonise the classification and labelling were received from Belgium for:
  • 1-nitropropane (EC 203-544-9; CAS 108-03-2);
  • nitromethane (EC 200-876-6; CAS 75-52-5); and
  • nitroethane (EC 201-188-9; CAS 79-24-3).

Biocidal Products Committee concludes on a Union authorisation for disinfectants

The committee also supported the approval of seven active substances for use in disinfectants, preservatives and insect repellents.

EU exported almost 830 000 tonnes of PIC chemicals in 2017

ECHA’s report on the exports and imports that took place in 2017 under the Prior Informed Consent (PIC) Regulation shows ethylene dichloride as the most exported and benzene as the most imported PIC chemicals.

13 Member States participated in the Forum pilot project enforcing the Prior Informed Consent (PIC) Regulation. Best practice has been put in place for the future enforcement of duties related to the export of hazardous chemicals.

The Management Board adopted ECHA’s Multi-Annual Strategy for 2019-2023. The strategy defines ECHA’s priorities and how the Agency is going to implement them for this time period. It outlines the contribution to the protection of human health and environment in a new era for European and international chemicals management.
