Restriction proposal available on five soluble cobalt salts and on DMF

The two restriction proposals were submitted on 5 October and are now available on our website.

The restriction proposal for five soluble cobalt salts seeks to decrease the individual excess cancer risk levels and resulting number of cancer cases arising from occupational exposure to these salts through inhalation. It requires registrants and downstream users to implement a reference exposure value of 0.01 µg/m3 in their chemical safety assessments. ECHA considers this the most appropriate Union-wide measure to ensure a high level of protection of workers reducing the risk of cancer linked to exposure to cobalt salts.

The restriction for N,N-dimethylformamide (DMF; EC 200-679-5, CAS 68-12-2) requires registrants and downstream users of DMF on its own or in mixtures in a concentration equal or greater than 0.3 % to use in their chemical safety assessment and safety data sheets a harmonised long-term derived no-effect level (DNEL) value of 3.2 mg/m3 for inhalation and of 0.79 mg/kg bw/day for dermal exposure.

Commission protects Europeans from hazardous chemicals in clothing and other textiles

On Wednesday 10 October, the European Commission adopted new restrictions for 33 substances known to cause cancer and reproductive health problems (CMR substances) for their use in clothing, footware and other textile products. The new rules have been adopted by amending the list of substances restricted under REACH. The restrictions will apply to companies from October 2020 onwards.

New proposals and intentions to harmonise classification and labelling

Two new proposals to harmonise the classification and labelling have been submitted for:

  • ammonium bromide (EC 235-183-8, CAS 12124-97-9); and
  • 2,4,6-tri-tert-butylphenol (EC 211-989-5, CAS 732-26-3).

Three intentions to harmonise the classification and labelling have been received for:

  • reaction mass of 3-(difluoromethyl)-1-methyl-N-[(1RS,4SR,9RS)-1,2,3,4-tetrahydro-9-isopropyl-1,4-methanonaphthalen-5-yl]pyrazole-4-carboxamide and of 3-(difluoromethyl)-1-methyl-N-[(1RS,4SR,9SR)-1,2,3,4-tetrahydro-9-isopropyl-1,4-methanonaphthalen-5-yl]pyrazole-4-carboxamide; isopyrazam (EC -, CAS 881685-58-1);
  • diuron (ISO); 3-(3,4-dichlorophenyl)-1,1-dimethylurea, (EC 206-354-4, CAS 330-54-1); and
  • oxamyl (ISO); N',N'-dimethylcarbamoyl(methylthio)methylenamine N-methylcarbamate (EC 245-445-3 CAS 23135-22-0).

ECHA and metals and inorganics consortia sign follow-up of MISA agreement

On Tuesday, 16 October, ECHA and fifteen metals and inorganics consortia took the next step in formalising formalised their framework for cooperation by signing the Metals and Inorganics Sectorial Approach (MISA) agreement. This follows the signing of the agreement by ECHA and Eurometaux in June.

The MISA agreement aims to support progress on key issues related to the safe use of metal compounds and inorganics throughout the supply chain. It builds on improving the quality of registration dossiers as well as the relevance of risk management measures to the benefit of EU citizens and business.
