Limited services at year-end

ECHA will be closed from 23 December 2017 to 2 January 2018. This affects the availability of REACH-IT and support through our contact forms.

The dossier submission and communication tool, REACH-IT, will close on Friday 22 December at 22:00 Helsinki time (EET) and reopen on Wednesday 27 December at 10:00 for three days. It will close again on Friday 29 December at 22:00, reopening and returning to its regular hours on Wednesday 3 January at 10:00.

The biocides submission tool, R4BP 3, and the IT tool for PIC notifications, ePIC, will remain open.

If you submit a question to us through the contact forms or an application through R4BP 3, we will process those as of 3 January 2018.

ECHA

ECHA moving to new premises in 2020

ECHA has today signed a contract with Skanska concerning its future premises located at the former shipyard area in Punavuori, in the city centre of Helsinki. The Agency plans to move to the new address, Telakkakatu 6-8, at the start of 2020.

You can now easily search for the lead registrant of your substance in the list available in our registrations infographic. Check who your lead registrant is and contact them to register together. You can also see your co-registrants in REACH-IT.

Is there no lead registrant yet? Then, consider taking up the role yourself. After you have the consent of your co-registrants, create a joint submission in REACH-IT to make your progress visible on the lead registrants list. Also, let us publish your name on our website, so that your customers know that you are going to make a registration.

Scientific committees

Restriction proposal on diisocyanates and several authorisation applications agreed by RAC and SEAC

The Committee for Risk Assessment (RAC) and the Committee for Socio-economic Analysis (SEAC) agreed on proposed restrictions on diisocyanates and on lead stabilisers in PVC articles. RAC also endorsed the joint ECHA/RAC-SCOEL Task Force report on scientific methods to assess exposure to chemicals at the workplace.

Board of Appeal

Board of Appeal decision published on the relationship between REACH and the Cosmetics Regulation

Case A-013-2016 concerns a substance used exclusively as an ingredient in cosmetic products. The Appellant proposed testing on an analogous substance to satisfy the information requirements for the substance. The Agency rejected the proposed read-across and required the Appellant to perform a vertebrate animal test on the registered substance.

The contested decision did not address the use of the substance in cosmetic products or the potential consequences, including a marketing ban, that the decision could have under the Cosmetics Regulation. The Board of Appeal found that the Agency should have addressed these aspects in the decision. By failing to do so, the Agency breached its duty to state reasons. The decision was therefore annulled.

Board of Appeal decision on an appeal against an ECHA substance evaluation of tert-butyl perbenzoate

In Case A-023-2015, the contested ECHA decision required the Appellants, following a substance evaluation of tert-butyl perbenzoate (EC 210-382-2; CAS 614-45-9), to provide information on, among other things, a pre-natal developmental toxicity (PNDT) study and a Comet assay.

The Appellants requested the Board of Appeal to annul the contested decision on a number of grounds. In particular, the Appellants argued that ECHA should have requested the PNDT study under dossier evaluation rather than substance evaluation. The Appellants also argued that ECHA made manifest errors of assessment in concluding that there were concerns that required clarification through the two requested studies. In addition, the Appellants argued that ECHA committed a number of procedural errors in the adoption of the contested decision.

The Board of Appeal dismissed the appeal in its entirety. The Appellants must provide the information requested in the substance evaluation decision by 20 March 2019.

Stakeholder workshop: Advances in the substitution of hazardous flame retardant chemicals in home textiles
16 January 2018, Brussels, Belgium

The FLAREX Life+ project and EURATEX are organising a workshop in association with ECHA to discuss the advances and implementation of chemical substitution policies in the textile industry, particularly on the use of flame retardants for home textiles including carpets, upholstery for home furniture and other products such as mattresses or curtains.

The workshop is free of charge, but participants will need to cover their own travel and accommodation expenses.

Calls for information

Call for evidence on possible restriction of flame retardants

ECHA’s draft screening report identified a risk for children from exposure to the flame retardants TCEP, TCPP and TDCP in flexible polyurethane (PUR) foams in childcare articles and residential furniture. The substances are:

  • tris(2-chloroethyl) phosphate (TCEP) (EC 204-118-5);
  • tris(2-chloro-1-methylethyl) phosphate (TCPP) (EC 237-158-7);
  • reaction mass of tris(2-chloropropyl) phosphate and tris(2-chloro-1-methylethyl) phosphate and Phosphoric acid, bis(2-chloro-1-methylethyl) 2-chloropropyl ester and Phosphoric acid, 2-chloro-1-methylethyl bis(2-chloropropyl) ester (TCPP) (EC -);
  • tris[2-chloro-1-(chloromethyl)ethyl] phosphate (TDCP) (EC 237-159-2).

ECHA recommends that a restriction proposal be prepared. This call for evidence aims to collect further information in support of a possible restriction proposal, as well as comments on the draft screening report and its conclusions.

The call for evidence is open until 8 February 2018.

Consultation on harmonised classification and labelling

ECHA is looking for comments on the harmonised classification and labelling proposals for the following substances:

  • Flurochloridone (ISO); 3-chloro-4-(chloromethyl)-1-[3-(trifluoromethyl)phenyl]pyrrolidin-2-one (EC 262-661-3; CAS 61213-25-0). It is an active substance used in plant protection products (herbicide). It has no harmonised classification and labelling in Annex VI to CLP. Comments are invited on all physical, human health and environment hazard classes except some physico-chemical hazards, respiratory sensitisation and hazardous to the ozone layer.
  • hexythiazox (ISO); trans-5-(4-chlorophenyl)-N-cyclohexyl-4-methyl-2-oxo-3-thiazolidine-carboxamide (EC -; CAS 78587-05-0). It is an active substance used in plant protection products (acaricide). It has an existing harmonised classification and labelling in Annex VI to CLP regulation. Comments are invited on carcinogenicity and environmental hazard classes.
  • 2-ethylhexyl 10-ethyl-4,4-dioctyl-7-oxo-8-oxa-3,5-dithia-4-stannatetradecanoate; [DOTE] (EC 239-622-4; CAS 15571-58-1). It is an industrial chemical mostly used as a stabiliser in polymers and plastics intended for e.g. food packaging, toys and mobile phones. It has an existing harmonised classification and labelling in Annex VI to CLP. Comments are invited on reproductive toxicity, specific target organ toxicity — repeated exposure and hazardous to the aquatic environment hazard classes.

The deadline for comments is 2 February 2018, 23:59 Helsinki time (EET).
