Report confirms safety improvements in Europe

In our second report on the operation of REACH and CLP, we state that chemicals are used more safely, leading to higher protection for people and the environment. Notwithstanding, further progress is needed – particularly concerning the quality of registration and classification data on chemicals submitted by companies.

Public consultation guidance on restriction proposals

The new guidance highlights what to keep in mind when submitting information in a public consultation on a restriction proposal. The recommendations refer both to consultations on Annex XV restriction reports and consultations on draft SEAC opinions.

CLP

New proposal for harmonised classification and labelling

A new CLH dossier has been submitted for ethanol, 2,2'-iminobis-, N-(C13-15-odd numbered, branched and linear alkyl) derivs. (EC 308-208-6; CAS 97925-95-6) by the Netherlands.

New biocides transitional guidance

ECHA has published a new transitional guidance document for the Biocidal Products Regulations on the methodology for the evaluation of efficacy tests for disinfectants product types 1-5. The guidance will be incorporated in due course into Volume II of the new BPR Guidance structure.

Use of information from downstream user reports

The document describes the downstream user reporting system and explains how the information in the downstream user reports has been used so far. It aims to increase the understanding of how authorities can use downstream user reports.

Harmonised classification and labelling

ECHA has launched public consultations on the harmonised classification and labelling (CLH) proposals for six substances. Submit comments by 15 July 2016.

Mandestrobin; (RS)-2-methoxy-N-methyl-2-[α-(2,5-xylyloxy)-o-tolyl]acetamide (CAS 173662-97-0) is not classified in Annex VI to the CLP Regulation. It is a new fungicide active against white mould (sclerotinia) in winter oilseed rapes. Provide comments on all physical, health and environmental hazards.

Asulam-sodium; sodium methyl [(4- aminophenyl)sulphonyl]carbamate; sodium methyl (EZ)-sulfanilylcarbonimidate (EC 218-953-8, CAS 2302-17-2) is a herbicide not classified in Annex VI to CLP. Provide comments on all physical, health and environmental hazards.

Thiabendazole (ISO); 2-(thiazol-4-yl)benzimidazole (EC 205-725-8, CAS 148-79-8) is already classified in Annex VI to CLP for aquatic toxicity. It is a fungicide primarily used to control mould and other fungal diseases in fruits and vegetables. Provide comments on the M factors for aquatic toxicity.

Pentapotassium 2,2',2'',2''',2''''-(ethane-1,2-diylnitrilo)pentaacetate (K5-DTPA, EC 404-290-3, CAS 7216-95-7) is not classified in Annex VI to CLP. K5-DTPA is a chemical used in a wide variety of consumer products and industrial applications including pulp and paper, cleaning, agriculture and water treatment. Provide comments on the hazard classes: acute toxicity, eye irritation, specific target organ toxicity – repeated exposure and reproductive toxicity.

N-carboxymethyliminobis(ethylenenitrilo)tetra(acetic acid) (DTPA acid; EC 200-652-8, CAS 67-43-6) is not classified in Annex VI to CLP. DTPA acid is used as an intermediate and as a chemical in a wide variety of consumer products and industrial applications as K5-DTPA. Provide comments on the hazard classes: acute toxicity, eye irritation, specific target organ toxicity – repeated exposure and reproductive toxicity.

Titanium dioxide (EC 236-675-5, CAS 13463-67-7) is not classified in Annex VI to CLP. It is a widely used pigment and opacifying agent. Provide comments on the hazard class carcinogenicity.

Workshop on Socio-economic analysis in applications for authorisation and restriction under REACH

ECHA and the European Commission will organise a workshop on socio-economic analysis in applications for authorisation and restriction under REACH on 29 June 2016. The event is aimed at Member States, European Parliament and stakeholders.

To develop the programme ECHA is conducting a survey, which anyone involved in the REACH authorisation and restriction processes are invited to complete.

OECD Workshop – Socio-economic impact assessment of chemicals management

This workshop is organised by ECHA together with the Organisation for Economic Cooperation and Development (OECD). The event aims to take stock of and pave the way for increased collaboration in sound chemicals management. Participants will discuss and share experiences between regulators, industry, academia and other stakeholders on assessing the socio-economic impacts of chemicals management.
