World Consumer Rights' Day

ECHA celebrates the World Consumer Rights' Day 2014

A revamped "Chemicals in our life" web section explains how chemicals can be used safely in our daily life both at home and at work. It also gives tips on how consumers can find out more about the chemicals that they use. As defined in the REACH Regulation, consumers have the "right to ask" retailers whether the products they buy contain certain very hazardous chemicals. The suppliers are legally obliged to provide this information free of charge.

Member registrants – is your substance identity affected by a compliance check?

ECHA is sending informative letters to the members of joint submissions in which the lead, or any other member, has received a draft compliance check decision concerning substance identity. The aim is to make all the members aware of the ongoing process, which may eventually have an impact on the identification of the substance agreed in the substance information exchange forum (SIEF).

 

ECHA encourages each member of the joint submission to contact the lead registrant and other members to assess whether the draft decision has implications for their registration.

New test guidelines to support registrants

ECHA has published updated test guidelines on its website, providing advice to registrants on the scope and use of the guidelines in regards of different information requirements under REACH. These guidelines include information on physical-chemical properties, human health, environmental fate and ecotoxicity. The guidelines have been approved by the EU and OECD. Some prioritised test guidelines have been published at the launch of this website; the site will be maintained with more test guidelines to be included in regular updates.

CLH consultation launched on the pesticide Triflumizole

ECHA has started a 45-day public commenting period on the harmonised classification and labelling (CLH) proposal for the pesticide Triflumizole. The substance has no harmonised classification. The dossier submitter, the Netherlands, is proposing classification for health and environmental hazards. The deadline for submitting comments is 02 May 2014.

Six-month consultation on a proposed restriction of cadmium and its compounds in artists' paints

Sweden has submitted a report proposing a restriction on the placing on the market and use of cadmium and its compounds in artists' paints. The consultation covers TARIC codes 3213 and 3212 and is open from 19 March 2014 to 19 September 2014. ECHA's Committees welcome early comments by 29 May 2014 to assist them in the first discussions of the proposal in June 2014. No specific questions have been posed.

Six-month consultation on a proposed restriction of chrysotile

ECHA has submitted a report to amend the current asbestos fibres' restriction (entry 6 in Annex XVII to the REACH legislation). The proposal aims to introduce a time limit to the current derogation on the use of chrysotile until 2025 and new duties for companies. The consultation is open from 19 March 2014 to 19 September 2014. ECHA's Committees welcome early comments by 29 May 2014 to assist them in the first discussions of the proposal in June 2014. No specific questions have been posed.

From 28 to 29 April 2014, ECHA will host a new edition of this event which already took place in the three previous years. The aim is to raise the overall understanding of potential applicants on the authorisation application procedure through presentations, discussions and feedback from industry.

Meeting of the Exchange Network on Exposure Scenarios

13-14 May 2014

From 13 to 14 May 2014, ECHA will host the next meeting of the Exchange Network on Exposure Scenarios (ENES). The main theme for ENES6 is the improvement of the sector use maps to be used as a tool for improving the quality of the REACH chemical safety reports and exposure scenarios. ENES6 will also share progress on other ongoing CSR/ES Roadmap actions that are relevant to generating and implementing effective exposure scenarios.
